Pre-Shipment Inspection [PSI]
Mauritania requires that Pre-Shipment Inspection [PSI] is carried out
for all imports into the country. This exercise is undertaken in
the port of load country for the purpose of Customs clearance of
the goods. PSI is mandated by the Mauritanian Ministry of Finance
Joint Order R-339, dated 31/12/94 Decree 94-108, dated 31/12/94.

Type of Report Issued
To seller : security label affixed to seller's commercial invoice,
for L/C transactions only
To importer : CRF (Clean Report of Findings) or Non Negotiable
Report of Findings (NNRF).
NNRF will be issued in all cases where quality/quantity and import
eligibility requirements are not met.
Inspection Fees
Paid by government in country of importation. Paid by importer in
case of destination inspection (0.95% on FOB with a minimum of
USD 200).
Nevertheless, SGS may invoice the seller in the event of abortive
inspection visits. The costs incurred by the seller in presenting
the goods for inspection such as unpacking, repacking, etc, are
for the account of the seller.
Goods exempted from PSI:
Imports with a total FOB value less than USD 5,000
Gifts by foreign governments or international organizations to Mauritanian
foundations, charity groups, and humanitarian organizations registered
as such.
Supplies to diplomatic and consular missions or to agencies of the
United Nations organizations imported directly for their own use.
Equipments and materials imported under customs systems "Admission
Temporaire Spéciale" (ATS) ou "exceptionnelle" (ATE),
related to public works executed by foreign companies.
Personal effects and used household goods.
Commercial samples.
Postal deliveries.
Current newspapers and periodicals, postal or fiscal stamps, stamped
papers, bank notes, cheque books.
Personal gifts.
Cinematographic films exposed and developed.
Crude oil (except petrol derivates such as lubricants).
Perishable goods for human consumption not frozen nor deep-frozen (e.g.
meat, fish, fruit, vegetables (except potatoes and onions)).
Live animals.
Plants and flowers.
Pyrotechnic products.
Scrap metals.
Precious metals, precious stones and objects of art.
