Cameroon - Electronic Cargo Tracking Note
The Cameroon National Shipper's Council (CNCC - Conseil National des
Chargeurs Camerounais) as from 1st February 2005 will be implementing
the use of an 'Electronic Cargo Tracking Note' (ECTN). This note must
be issued for all shipments/bills of lading to the Republic of Cameroon.
Export Cargo
Shippers must obtain a BESC from CNCC office in Douala prior to loading
cargo, and attach it to export customs documents. Should they fail
to do so, they can still obtain the document within 5 days following
vessel’s sailing date with, however, a penalty which may
arise to 50 % of BESC initial amount.
Import Cargo
Shippers must obtain a BESC from CNCC agent in the country of origin
prior to loading cargo. The Bill of Lading must state the BESC number.
Should shippers fail to follow the procedure, they may still obtain
the mandatory document within 5 days prior to vessel’s arrival
date with, however, a penalty which may arise to 50 % of BESC initial
amount.
Transhipment/Transit Cargo
The BESC does apply to transit and transhipment cargo.
