Inspections Angola: Bureau Veritas

As from 15th of August 2006 BIVAC lost its monopoly for issuing pre-inspection certificates [CRF] and its contract with the Government/Customs has been terminated. A new directive has been issued with the main changes as follows:

- A new list of goods for which the pre-inspection is compulsory (last page)
- The pre-inspection will be open to others Survey's Companies authorized by Angolan Gouvernement like SGS, Cotecna.
- The cost of the pre-inspection will be for the account of the Importer at around 0.75% of the FOB value to be paid when the CRF is picked up at the Bivac office.
- Import license dated before 15th of August must be inspected and shipped before the 16th. After the 16th the importer must request a new Import License. [This is still under discussion as it creates some problems in the trades.]

Lifts Customs Duties on Imported Fish - March 2004

Angolan ministers of finance and fisheries Jose Pedro de Morais and Salomao Xirimbimbi have decided to lift customs duties from imported fish. The measure follows a cabinet council decision on exemption of customs duties in the imports of as much as 30,000 tons of horse-mackerel. According to the document two sectors, finance and fisheries, were given the green light to identify the firms benefiting from the duty relief measure.

ARC Numbers/CNCA import licences - update January 2002

All shipping lines calling Angola have to be regulated with the C.N.C.Aand every cargo destined for Angola must have an Import Licence and every Bill of Lading has to be accompanied by a Loading Certificate.

Legislation

Angolan legislation in accordance with decree nr.19/94 dated January 28th 1994, published in the Statue book D.R. 20/94 on May 20th 1994 (effective as from April 24th 1994). The intention of this legislation is to provide the Angolan Government and authorities with accurate information with respect to the cargoflow to and from their country.

Fees

The shipper has to pay harbour and data processing dues as follows:

  • 20' Containers: USD 100 per container
  • 40' Container: USD 200 per container
  • Bulk/conventional/liquid: USD 5 w/m
  • Minimum: USD 5 per loading certificate
  • C.A.F. of 5% is applicable if you wish to pay the charges in STG.
  • Harbour and dataprocessing dues have to be collected on the moment the goods have been loaded.
  • The clearance of the cargo is impossible without a loading certificate.
  • From the 1st June 2000, the cost of certificate is £22.00 payable with loading fees.

Penalties

Please be also informed Decree nr.68/95 issued on December 22nd 1995 is effective. This Decree mentioned that heavy fines and severe actions towards shippers and/or owners who are neglecting/avoiding the rules of the Angolese Legislation are now in force and fixed as follows:

USD 5000.00 per incident plus 100% of all taxes to be paid to C.N.C.A
