Port Infrastructure

Lomé lies on the Gulf of Guinea (Atlantic coast) in the extreme southwestern corner of the country. Selected as the colonial capital of German Togoland in 1897, it became important as an administrative, commercial, and transport centre.

A modern town was laid out, and a 1,380-foot (420-metre) jetty was built to facilitate the export of raw materials. Three railways fan out from Lomé to the hinterland: northwest to Palimé, north to Sokodé, and east along the coast to Aného.

Modernization of the port begun in the 1960s, and a deepwater harbour, completed in 1968, initially planned for a 400,000-ton annual traffic, but currently maintains a 3,000,000-ton annual traffic. This has greatly facilitated the shipping of phosphates and other major exports, such as cocoa, coffee, copra, cotton, and palm products. The Lomé oil refinery was opened in 1978, and in that same year construction began on a thermal power plant. An international airport is nearby.

The Togolese capital was also the site of several important summits; the first Lomé Convention was signed there in 1975, establishing an aid and trade agreement between African, Caribbean, and Pacific (ACP) countries and the European Union.

The port offers two piers the major one being 1720-m long with a 950m back-up structure eastwards. The maximum water drought is 14m. There are two quays:

Mole 1: Measures 366,5 m in length by 72 m in width with 4 berths for conventional ships and has a total capacity of more than 400 000 tons.

Mole 2: Measures 250 m in length and 140 m in width. It can accommodate vessels of 11 ,000 to 15, 000 dwt (Ro-ro) with a capacity of more than 525 000 tons of various goods

Lomé port also has a specialist quay for gypsum, clinker and sulphur, and an oil wharf for hydrocarbons.

Togo Fit For Restoration Of Full EU Aid
Togo, which held multi-party elections last month, has fulfilled conditions for the EU to restore full cooperation. Louis Michel, the EU's development and aid commissioner, made the announcement after meeting Togolese President Faure Gnassingbe, whose ruling RPT party won a big majority in the October 14 parliamentary polls. The EU, once Togo's biggest donor, froze most aid in 1993, citing the poor democratic record of the former French colony which has suffered decades of authoritarian rule and periods of bloody unrest since independence in 1960. Holding multi-party elections met one of the conditions set by the EU for normalising cooperation. [Reuters 18/11/07]

Togo Elections
The electoral campaign for Togo's parliamentary elections, scheduled for 14 October, began on Saturday 30th September. About 100 military observers from several ECOWAS member countries have been deployed in the five economic regions of Togo to secure the electoral process.

China, Togo Celebrate 35th Anniversary Of Diplomatic Ties
Togo ambassador to China Nolana Ta-ama celebrated the 35th anniversary of establishment of the China-Togo diplomatic relations with Feng Zuoku, vice president of the Chinese People's Association for Friendship with Foreign Countries [CPAFFC]. The two countries forged diplomatic ties on September 19, 1972. Trade volume between the two sides reached US$570 million in 2005. [Xinhua 19/09/07]

Togolese Elections
The Togolese government and the EU have signed an agreement allowing the deployment of an EU electoral observer team for the country's parliamentary elections due to take place in August. According to Togolese authorities necessary measures have been put in place to guarantee free and fair parliamentary elections. The EU has granted Togo 13.2 million Euro to support the elections.

China Writes Off US$10Million Of Debt
China has agreed to cancel US$10 million [10.4 billion FCFA] from Togo’s debt. The Togolese authorities were informed of the move at a meeting between a visiting Chinese delegation and Prime Minister Yaovi Agboyibo. The delegation discussed with Togolese President Faure Gnassingbe on how to strengthen bilateral cooperation. "We wish to continue to boost trade and friendly relations with Togo and further strengthen our cooperation," said Zai Joung, head of the delegation. [APA 05/07/07]

Export Figures
According to IMF estimate, the 2007 Togo export figures [FOB] will reach an amount of 344 billions FCFA compared to 323 billion FCFA in 2006.

Mobile Cranes Arrive In Lome Port
Two mobile Liebherr [www.liebherr.com] cranes were received at the port of Lomé on 06/02/07. These LHM 400 cranes are designed for versatile and efficient cargo handling up to panamax-sized vessels. Each has a maximum lifting capacity of 104 tonnes with a 48m max radius. The cranes will meet all cargo handling needs covering containers, general cargoes, bulk materials and heavy lifts.

The mobile cranes will be positioned at quay n° 6. The cranes are capable of doing 18 moves per hour compared to the standard vessel crane producing 8 moves per hour. The cost of using the mobile crane is 25euro/mvt. Togolese technicians will drive the cranes supervised by four Ukrainians technicians.

The cranes were purchased under a Joint Venture [JV] by Des Grues Mobiles du Port Autonome de Lomé formed by SE2M Togo and CMA-CGM. [OTAL Local Agent 16/02/07]

Brussels Removes Togo From Red List Countries
The Belgian government has removed Togo from the red list of risk countries not to be associated with. The Belgian government took this decision after the announcement of the lifting of European sanctions against Togo. Brussels recently notified the Togolese government the release of funds under the European Development Fund [EDF] and the System for the stabilisation of agricultural export earnings [Stabex]. EU Releases Aid To Togo Under 9th EDF
The European Union [EU] has notified the government of Togo the release of financial aid under the 9th European Development Fund [EDF], an instrument of the Cotonou Accord. The decision of the European Union to release funds for Togo has encouraged the International Monetary Fund [IMF] to resume ties with Togo, with the signing of a reference programme with Lome to support the macro economic and sectoral reforms initiated by the Togolese government. Other beneficial effects include the decision of some countries, such as the Benelux countries [Belgium, Netherlands and Luxembourg], to resume cooperation with Togo. [Republic of Togo 29/01/07]

Ghana-Togo Set Up Border Facilitation Committee
A 26-member Inter Border Facilitation Committee [IBFC] that will ensure the free movement of persons and goods between Ghana and Togo has been inaugurated at Aflao on the Ghana Togo border, 230km East of Accra. The Committee's work is part of the Abidjan-Lagos Road Transport corridor project. Presidents Kufuor and Gnasingbe also extended the time for closing the border from 6 pm to 10 pm. WADB Loan To Port Of Lome - 24/01/07
At the beginning of September 2006, the West African Development Bank [WADB] extended a loan of 8billion CFA to the Lome Autonomous Port [LAP] for partial financing of a port infrastructure upgrading project. Specifically planned is the establishment of a 40,000m2 parking lot as well as fortifying the supply of electricity and drinking water. The goal is to be able to ensure a turnover of at least 5 million tonnes of merchandise per year and to guarantee the supply of electricity and water to the port. Such financing should allow for an unhindered flow of traffic within the port and more specifically for the minerals dock to be usable at all seasons.

At the moment of this financing agreement the overall net agreements on loans and participations by the WADB to Togo amount to 92 billion FCFA. The WADB will receive a credit line of 30 million Euros from the French development Agency [FDA], allocated to refinancing of infrastructure projects in the public market sector of the West African and monetary Union [WAEMU] countries. IMF To Introduce SYDONIA ++ - 24/01/07
A mission of the IMF visited Lome in November 2006 to set a timetable for reforms. One such application will be the introduction of the SYDONIA ++ information software system. This is due to be in operation in the 5 Customs offices by April 2007. [La Tribune Dec 2006 No 3]

New Labour Law
The Togolese parliament has passed a new labour law prescribing a 40-hour working week and other measures to protect the workers' rights in order to prevent a strike.

EU Relations With Togo
The Togolese governmental effort will soon lead to the normalization of relations between Togo and the EU. The 9th European Fund of Development promise to Togo 40 million-Euro to support development.

China Trade Fair Held In Lome
The West African Development Bank [BOAD], in conjunction with the West African Economic and Monetary Union [UEMOA] Commission held a joint trade fair with China on 2211/06 in Lome. The fair dubbed 'Chinese Economic Days' provided an "ideal framework for exchanges" between Chinese economic operators and their counterparts in the West African sub-region. An exhibition of Chinese products was planned during this two-day event

Meanwhile the West African Development Bank, BOAD, has signed two co-operation agreements worth of 46 billion CFA with the People’s Bank of China and the Chinese Export- Import Bank, to support development of infrastructure, explanation of energy resources and construction. Togo, Libya Ponder Trade Tax Abolition - 29/07/06
Libya and Togo have agreed to set up a legal framework for bilateral cooperation, that could lead to an agreement on abolition of double taxation and investment security. An official source here said this was a result a meeting Thursday between visiting Togolese Prime Minister Edem Kodjo and secretary of the Libyan General People`s Committee [ministry] for External Relations and International Co-operation, Abderrahman Chalgham. The officials also examined ways to enable Libyan businessmen to invest in Togo as well as expansion of ties under the Community of Sahel-Saharan States [CEN-SAD], of which both are members. EDBI To Give $10m Loan For Togo-Bound Goods - 16/07/06
The Export Development Bank of Iran [EDBI] is offering short-term loans up to $10m on exports to Togo, the Trade Promotion Organization of Iran [TPOI] announced. Qualified Iranian producers and exporters may repay the loan within two years in lieu of a guarantee given by the Togolese government for the same amount. The bank facilitates the financing upon the agreement reached by the Iranian side and the Togolese importers The EDBI’s activities are insured by the Export Guarantee Fund of Iran. [MNA 16/07/06]

Lome Improves Road Infrastructure To Increase CTBL Cargo - 18/09/06
Lome port often loses out to both the ports of Takoradi and Cotonou when moving cargo into the hinterland. This is because Ghana and Benin offer better road infrastructures. However the Togolese Government in association with the Progosa Group has started repairing the main international road which also serves the port of Lome. Presently bottlenecks occur at the access areas to the port this is hoped to be eased.
