Location

Dunkerque town and seaport is located in the Nord département, Nord-Pas-de-Calais région. The port lies along the Strait of Dover between Calais and the Belgian frontier and is 49 miles (79 km) northwest of Lille by road.

Dunkerque is the third port of France. It is an artificial port which was largely rebuilt after 1945 (following World War II).

Facilities

There are 8.5 miles (13.5 km) of quays with berths for ships of all sizes, including giant tankers. Well-equipped with modern machinery, the port has four dry docks, two floating docks for repairs, and storehouses for fruit, grain, and refrigerated products. A complex railway and canal network connects the docks with Belgium and with all important points of northern France.

The port's major imports are fuel oil, coal, phosphates, and minerals. Exports include sugar, cement, and chemical products.

The western bulk terminal

This terminal operated by Sea-Bulk , can service simultaneously tow large 180,000 dwt ore or coal carriers with draughts up to 18m (59ft.) as well as an aluminium-ore carrier.

The container terminal

The terminal's expansion work has been completed. Two new quayside berths will start receiving the world's largest container ships. The Flandre Quay extension of 600m at the Western port will enable the terminal to receive container ships drawing up to 16.50m at any level of the tide bringing the quays total length to 1,285m. This allows the new quay to receive the new generation container ships measuring 350x45m carrying 10,000 or more TEU's.

The Ro-Ro terminal

Dunkirk confirmed its return in strength of ro-ro traffic with the UK; It increased by 29% and reached 6.12 MT.

The steel terminal

The port of Dunkirk is specialised in the shipping of metallurgical products and has a terminal dedicated to handling coils, spools, plates and slabs.

Multibulk terminals

The Port Authority's multi-bulk terminals complete the dry bulk facilities of the Port of Dunkirk. They have a large-capacity mobile cranes and are accessible to panamax vessels.

General cargo terminals

In addition to the container and ro-ro terminals of the Western Port, the general cargo terminals ( Dewulf SA and Barra SNM) at the Eastern Port handle conventional cargoes such as timber, copper, tubes and heavy machinery, plus a wide range of manufactured products.

Traffic News

The yearly traffic for 2003 established a new tonnage record for the port, breaking the 50 million-ton maker for the first time. Reaching 50.1 MT was an increase of 5.20%.

Ro-ro traffic hit a new record in 2003 reaching 7.95 MT. Container also hit a new record hitting 162,000 TEU.

Customs Procedures

Dunkirk helps its clients benefit from the most convenient Customs provisions, in order to simplify procedures to the utmost, to suspend payment of duties and taxes by deferring clearance, and to ensure that the proper statutory procedures are enacted.

To that end a number of logistical and customs measures are applied, whether the company (importer or shipper) is already registered with a Customs Office ( "Supervising Office") near its place of business or is represented by an approved forwarding agent.

In brief, the measures applied are as follows:

  • The whole port area of Dunkirk is considered a temporary tax and duty-free storage facility under the responsibility of the ship's representative, for a maximum period of 45 days, pending allocation of a definitive or provisional Customs status.
  • The main Economic Customs Statuses, under a supervising office or not, can be initiated and managed by following the logistical routing operations before arrival at the port and after leaving the port, and goods may be placed under suspended duty and tax status as soon as landed on the quay (Customs warehousing for unlimited duration storage, single integrated accounting for multiple storage locations at the port or/and at destination.
  • Those who are registered for local clearance can ensure the transit of their goods under their liability, using a local clearance procedure.
  • Users, of the feeder barge system can ensure transit under the feeder's bill of lading.
  • Exporters of agricultural products qualifying for restitution (subsidy) under CAP can obtain export certificate validations more quickly, reducing administrative delays.
  • The tracking of goods with the port logistics software GEMINI ensures a perfect and secure real-time coordination of transfer operations between forwarders and ships, under customs control.

Port clients can benefit from a customised analysis of their traffic and of the Customs status of their goods. This consultancy is made in close cooperation with the Customs advisory services, the Port and the port operators. Its purpose is to define exactly the application methods of the Economic Customs statuses, enabling an appreciable reduction of clearance costs and the smooth expediting of port transit procedures.

Dunkirk's access to inland waterways

With the opening of the world's largest ship-lift at Strepy-Thieu in Belgium on 30 August 2002 , the Port of Dunkirk is henceforth connected to the wide gauge Wallonia inland waterways network.

This imposing civil engineering construction , 110m high and 130 m long ( 360 x 430 ft.), enables the transit of 1,350 ton self-propelled barges.

That lift extends Dunkirk's inland waterway hinterland to Wallonia and also to the French Ardennes (Givet).

Thus a new era is opening for Dunkirk's inland shipping which currently breaks down as 12% by water, 33% by road and 55% by rail.

The port of Dunkirk is developing innovative inland waterway activities such as the Nord Container Service (NCS), a joint subsidiary of the ports of Dunkirk and Lille that charters a sea-going container feeder and three river barges. The sea-going service connects Dunkirk to the ports of Rotterdam in Holland, Felixstowe in England and Le Havre in France. The river barges allow the transport of containers to the inland ports of Lille, Valenciennes and Bethune.

French In-land Depot Service

Did you know that OTAL can offer container equipment in strategic locations within France?

OTAL's equipment department maintains a stock of 20' & 40' dry van containers at inland depots indicated below.

As part of our on-going development plan in France, we have set up this network to provide a better service to customers loading cargo in and around these areas. Previously containers would have been positioned around France on request. Now containers can be delivered from one of the area inland depots to the shippers point of loading.

This means savings to the customer in terms of time and inland transport costs.

Once loaded, containers will be transported to the nearest port - Le Havre or Antwerp - where OTAL provides frequent sailings to West Africa.
