Pre-Shipment Inspection for Central
African Republic (CAR) - 15/12/96
The Ministry of Finance in Bangui has announced that, with effect from 1st
November 1996, SGS will be responsible for the pre-shipment inspection (PSI)
of its imports. This responsibility extends worldwide.
The object of this service is to assist Customs and to facilitate clearance
of goods by ensuring that imports are correctly described and classified for
Customs purposes.
The fees for the service are paid by the importer as part of an import processing
levy. All orders with an invoice valued above FCFA 3,000,000 FOB, or equivalent
in other currencies, will be subject to inspection. The importer will initiate
the process by completing a Declaration d'Importation Commercial (DIC) and
will ultimately receive from the SGS office in Bangui a Clean Report of Findings
(Attestation de Verification). Written confirmation of issue will be given
to the exporter and a Security Seal will be affixed to a copy of the final
invoice if this is required in order to negotiate payment by Documentary Credit.
SGS will be notified by electronic data transfer from Bangui of orders to
be supplied and SGS will contact the exporter to obtain details of the consignment.
The Central Africa Republic uses the Harmonised System (HS) for classification
and applies to the Brussels Code (BDU) for valuation. It is a member of UDEAC.

Labelling requirements
(i) Date of manufacture, batch number, expiry date,
chemical properties are required on goods destined for human consumption
such as food and pharmaceuticals.
(ii) Salt packaging must show :
- Product name
- lodine content
- Manufacturer's name and full address
- Country of origin
Other special requirements
(i) Salt must be iodized with an iodine content of
between 84.3 and 135.0 mg./kg. (Decree 95.038)
(ii) Minimum freight charge to be included in the dutiable value of every motor
vehicle imported. The minimum values are set at :
a) FRF 5,000.00 for every automobile and public transport vehicles.
b) FRF 8,000.00 for trucks weighing 7 tons or more.

China Agrees To Forgive Central African Republic Debt

China has agreed to forgive about US$11 million in loans to CAR, according
to state radio reports of deals signed by China's foreign minister on a two-day
visit to the country. Chinese Foreign Minister Li Zhaoxing also signed accords
promising that exports from the impoverished nation would not be taxed in
China and awarding no-interest loans worth about US$3.8 million. [AP 05/01/07]
