New deliverance Procedure of Bordereau de Suivi
des Cargaisons [BSC] via the Internet - Office Ivoirien Des Chargeurs [OIC]

As from 1st of May 2005, new proceddings to BSC delivery wil come into force.
To accomplish this purpose, OIC made available to all Shippers and Forwarding
Agents an Internet application accessible via the following address :
www.oic.ci
The system will enable the economic operators to create and manage their BSC
through the Internet.
The entry into force of this new system will put an end to the present procedure,
which demands the intervention in the loading ports of the OIC
representatives.
Thus, the creation of the BSC by the Exporter or his Forwarding Agent from
their offices, will be held according to the following procedure :
1. Registration of Member
2. Validation of Member's Accounts
3. Provisioning of Member's Accounts
4. Registration of the BSC On-line
5. Submission of the registered BSC for validation
6. Validation of the BSC submitted by the Member
7. Printing of the BSC by the Member concerned with
the corresponding transaction.

Guide containing the principals
to adhere to the application "BSC Online".

A port cargo traffic control system has been introduced
and an integral document that is apart of this is the CTN. CTN's are to be
issued by an agent nominated by the country's shippers council. So far the
Shippers Council of Ivory Coast has nominated Sintrans Asia Servies in Singapore
as its agent to issue the CTN. A CTN is to be issued for shippment out of the
following territories:
Singapore
Myanmar
Korea
Malaysia
Vietnam
Japan
Philippines
Hong Kong
Bangladesh
Indonesia
Taiwan
Sri Lanka
Thailand
China
Russia
Ukraine
There are four classes of cargo that require a CTN:
1) Containerised
shipment: Each of which must be covered by a separate CTN.
2) RoRo Cargo: CTN issued on a per vehicle basis.
3) Conventional Goods and Bulk Cargo: CTN for every 200 tons of cargo.
4) Conventional Goods and Bulk Cargo: CTN for cargo exceeding 400 tons.
5) Tranit cargo destined for Côte d'Ivoire's neghbours is exempt from
the CTN.

jImplementation of the BSC for Northern
Europe and the Med has started since 15/5/2002 (Decree reference
N°0340 dated 12/11/01) although no official
message from OIC has been send to any syndicate or announced in local
newspapers. The price per BSC for these regions are EURO 25 per BSC
document.
France will start implementation of the BSC from 1/6/2002. The cost
of the BSC in France will only be EURO 23 per BSC document.
The OIC (Côte d'Ivoire Shippers Council) has been
appointed as managing agents responsible for the cargo tracking notes
and will work closely with the port authorities, Customs and the Ivorian
Government. Unlike other countries that have a BSC system there will
be no penalty incurred but omissions may lead to delay in releasing
cargo. The use of the tracking note at this time is to gather statistical
information which will be held on a central database.
Please note that the carrier is not involved or held responsible in
any way.
There are 6 copies of the form to be allocated as follows:
White: Consignee
Golden: Customs administration
Green: Agent for the port shipping
Blue: Sender
Yellow: OIC
Pink: OIC general agent
The forms are sold to the shippers in the form of a notebook containing
five (5) BSC at the minimum, at the price of 15.000F CFA (23 Euros)
by the OIC.
The OIC has appointed sub agents. OTAL are currently
trying to get hold of the complete list. In the meantime, Antaser Afrique

For containerised /general cargo the BSC will
be charged per bill of lading. For vehicles the BSC will be charged
per unit. If more than
one vehicle is indicated on the bill of lading, then one BSC document
will be issued per bill of lading indicating all vehicles although
for each individual vehicle the BSC tax will be charged.
A BSC should be completed as follows:
for each B/L covering general cargoes and containers
per lot of 200ts of bulk / semi-bulk cargoes
per vehicle (unpacked). Incase several vehicles are shipped in
groupage (under single B/L) then a special "BSC de groupage"
Once filled in and signed by the shipper or its agent, all sheets
of the BSC have to be submitted to the Office Ivoirien des Chargeurs
or its agent for validation 5 working days at the latest after the
vessel's departure.
The Syndicat des Transitaires also validate BSCs for
Gabon, Benin and Burkina Faso. They will start acting as OIC agents
as from 1st June 2002
Procedure
Completed BSC forms need to be presented at the latest 5 days after
the vessel has departed for validation
1 BSC is required per bill of lading
For roro/cars 1 BSC is required with attachments, but will be charged
at 25 Euro's per vehicle, independent of the number of bills of lading
BSC is not required for cargo in transit where BSC is already applicable
(i.e. Burkina Faso/Niger)
In absence of a BSC delivered at
the port of loading (POL), a BSC can be obtained with the OIC at
port of discharge at the
price of the
BSC at loadport plus 100% extra fee.
