Cargo Tracking Note

Changes to Benin Cargo Tracking Note - 27/10/05

Please note that the following changes have been made to the Benin cargo tracking note as from 1st November 2005.

Article 8

The cargo tracking note is now due for the fulfillment of Customs formalities in Benin.

Article 9

For Containers : 1 note per container is required ( previously it was one per Bill of Lading ).

For Ro-Ro : 1 note per vehicle is required ( previously it was one per combination of vehicles ).

For Breakbulk : 1 note per 300 tons.

Article 10

Any defect of presentation of the cargo tracking note constitiutes an infringement with the regulation in force with Benin, and will involve the payment of the document of regularization together with a penalty fixed by ministerial decree.

New Cargo tracking form agent

The Direction du Conseil National des Chargeurs du Benin (C.N.C.B) (Benin National Shippers Council) has entrusted Phoenix Europe Express with its international representation for the tracking and validation of BSC as from November 1st 2003.

According to the provision of article 2 of the ministerial order of the Republic of Benin year 2000, n 004/MTPT/DC/SG/CNCB/SA, a cargo tracking note (BSC) was established for all cargo unloading in the Cotonou/Benin harbour whatever the final destination. It is imperative that this note accompanies the cargo, notwithstanding the customs procedure. A penalty shall be applied at the destination for any cargo that is not covered by this document.

A separate note must be delivered for any wheeled vehicle, container or bulk cargo. No more groupage Cargo tracking Note will be issued for vehicles.

The unitary cost of a BSC for Europe is fixed at 25 Euros and 100 Euros for any other port of departure (minimum order: 5 BSCs).

Please note that shippers and forwarders are entirely responsible at destination. The loading of a cargo that is not covered by a BSC constitutes an offence that exposes them to paying penalties fixed by the regulation in force in Benin.

Offical notice of a new cargo tracking form

By ministerial order of Year 2000 under reference NO 0004/MTPT/DC/SG/CNCB dated 13/01/00, the Minister of Transport and Duty Works instaured a document entitled 'CARGO TRACKING NOTE' TO BE ATTACHED TO ANY b/l COVERING CARGO BOUND FOR Benin Republic.

The previous document called 'ARC' is no more in force, banned by interministerial order dated 18.02.00.

The 'CARGO TRACKING NOTE' is authorizing the National Shippers' Council (CNCB) to follow the evolution of freight rates to be applied to shipment for Benin discharged.

As stated in the Article 6, the issuance of this document by CNCB did not allow them to neither suggest nore impose a change vessel or shippers.

All the same, the article No 5 authorises CNCB to reject any wrong or ducious documents.

From 3rd April 2000 any loading the Benin discharged should be covered by said documents.

The Cargo Tracking Note will be issued by CNCB's Agents at loading port.

Article 1
In order to follow maritime cargo and check their freight rates, it is instaured a cargo tracking note as per attached.
Article 2
For any cargo off loading or loading at Cotonou port, shippers or their substitue, maritime transports or their representatives are compelled to issue and make valid by CNCB (National shippers' COUNCIL IN BENIN) the cargo tracking note.
Article 3
At least every B/L or multimodal transport document must be attached to a cargo tracking note. The application form can be obtained at Conseil National des Chargeurs du Benin's office.
Article 4
Cargo tracking note forms already filled and signed by the maritime transporter or local forwarders should be submitted to National Shippers' council of BENIN, latest five working days after vessel sailing.
Article 5
The National shipper's council of BENIN is rightful to refuse to valid any cargo tracking note showing doubtful transport rates. This refusal does not prevent the loading of concerned cargo. Nonetheless a new and reliable set of cargo tracking note should be submitted in due time as stated in article 4.
Article 6
The validation procedure did not allow the National shippers' council to suggest or impose a change of vessel or transporter.
Article 7
Any loading without a cargo tracking note will be fined with a penaly of FF 500,00 to be on National shippers' council credit.
Article 8 The general manager of the National shippers' Council of BENIN is appointed to apply this order without fail starting from the signature date. This order cancels previous one.

The contract between BIVAC and the Government of the Republic of Benin has been renewed for two years, after an international call for tenders. The contract has been signed on January 21, 2000 with the Ministry of Finance & Economy in order to carry out a pre-shipment inspection programme of goods imported into Benin, from all over the world. Bivac International is the only company operating this programme.
