Pre-Shipment Inspection [PSI]

Angola requires that Pre-Shipment Inspection [PSI] is undertaken for all imports into the country. This exercise is undertaken in the port of load country for the purpose of Customs clearance of the goods. PSI is mandated by the Ministério das Finanças (DNA: Direcção nacional des alfandedegas) and Ministerio do comercio. PSI is managed by SGS, BIVAC,COTECNA and others.

Documents Required

  • Final commercial invoice and packing list. The FOB, freight, insurance, total value should appear on the commercial invoice. A breakdown of FOB value per item is required.
  • Transport document (ex: Bill of Lading, Air Way Bill),
  • Other documents SGS may require (sanitary / phytosanitary certificates, certificate of origin or laboratory analysis results).

Type of Report Issued

  • ADV in case inspection result is satisfactory [ADV = Declaração dos elementos relativos ao valor aduaneiro]
  • ADNV in case a discrepancy is found and is not corrected within 30 days, or if the Final documents will not be received after 30 days of inspection date.

Inspection Fees
0,75% of the FOB value, with a minimum fee of UCF370 or AON27.010. The equivalent amount in USD varies with the exchange rate.

Goods exempted for both the mandatory and the voluntary programme:

  • Postal parcels and commercial samples,
  • Donations & supplies for diplomatic missions, consulates and agencies depending on the United Nations, for their own use,
  • Goods without a commercial character, transported in accompanied baggage,
  • Other goods exempted by legal disposition,

All other products not indicated above or under prohibited imports are subject to the voluntary programme.
